ONAS raises its rates to compensate for its deficit

To offset its budget deficit, the National Sanitation Office (Onas) is raising its sanitation charges for household, tourist and industrial use.

The Head of the Department of Budget Projects and General Studies at Onas, Hassene Chatti, specified that the decided increases would be between 3 and 9% depending on the consumption of domestic customers. In a statement to the Tap agency, he explained that the user who consumes less than 20 m3 was not concerned.

Noting that the sewer charges are minimal compared to the costs, he said the new rates would cover 75% of sewer costs instead of 65%. He mentioned in this sense the financial difficulties faced by ONAS and emphasizes that the deficit of the office reached one hundred million dinars.

The increases in sanitation charges were formalized by publication in Jort on Tuesday 18 October 2022. Below are the details:

User connected to the public drinking water supply network and the public sanitation network:

1- User who consumes a quantity of drinking water that does not exceed 20 m3 per quarter: 1,875 DT for a fixed fee per quarter and per housing plus 28 millimeters per m3 of water consumed.

2- User who consumes a quantity of drinking water greater than 20 m3 and not more than 40 m3 per quarter: 2,435 DT for a fixed fee per quarter and per housing plus 53 millimeters per m3 of water consumed for the first installment of 20 m3 and 318 millimes per additional m3 consumed.

3- User who consumes a quantity of drinking water greater than 40 m3 and not more than 70 m3 per quarter: 7,620 DT for a fixed fee per quarter and per housing plus 334 millimeters per m3 of water consumed for the first installment of 20 m3 plus 530 millimes per additional m3 consumed.

4- User who consumes a quantity of drinking water greater than 70 m3 and not more than 100 m3 per quarter: 14,965 DT for a fixed fee per quarter and per housing plus 530 millimeters per m3 of water consumed for the first installment of 70 m3 plus 877 millimes per additional m3 consumed.

5- User who consumes a quantity of drinking water greater than 100 m3 and not more than 150 m3 per quarter: 15,715 DT for a fixed fee per quarter and per housing plus 557 millimes per m3 of water consumed for the first tranche of 70 m3 plus 910 millimes per additional m3 consumed.

6- User who consumes a quantity of drinking water greater than 150 m3 per quarter: 16,185 DT for a fixed fee per quarter and per housing plus 557 millimes per m3 of water consumed for the first tranche of 70 m3 plus 1,125 DT per additional consumed m3.

User connected to the public drinking water supply network and not connected to the public sanitary network: The provisions of point 1-1 above apply, unless it is proven by the ONAS services that it is impossible to connect to the public sewage system via a private connection network, in this case the fee does not apply.

The user obtains drinking water from cisterns, unequipped wells or others, and regardless of whether they discharge their waste water into a public sanitary network: in this case, the fee is not imposed.

The fee for tourist use is 16,150 DT as a fixed fee per quarter plus 2,002 DT per m3 of water consumed.

  • INDUSTRIAL, COMMERCIAL, PROFESSIONAL OR OTHER USE:

Industrial use or other polluting activities:

Except for the cases described below, the fee for this use is 16,150 DT as a fixed fee per quarter plus 1,579 DT per m3 of water consumed. This fee applies to the user whose waste water complies with the standards for discharge to the public sanitary network.

If the user is equipped with a pre-treatment plant or other means of purification and the emissions comply with the standards for emissions to the natural environment:
The fee due in this case is 16,150 DT as a fixed fee per quarter plus 1,142 DT per m3 of water consumed if the user is connected to the public sanitation network, and zero if it is proven by the ONAS services that it is impossible to connect it to the public sewage network.

When the wastewater does not comply with one or a few elements of the standard for discharge to the public sanitary network within limits that do not damage the sanitary infrastructure and do not affect the quality of the treated water:
The fee due in this case is 16,150 DT under a fixed fee per quarter plus 1,579 DT per m3 of water consumed plus 760 millimeters per kilogram of pollution that exceeds the amount stipulated in the above discharge standards for each m3 of water consumed, the most polluting parameter will be retained.

In the event that it is proven by the ONAS services that the user is unable to discharge his waste water to the public sewer network or if he has been denied connection to the public network due to the degree of pollution of his waste water : the fee is 16,150 DT as a fixed fee per quarter plus 1,144 DT per m3 of water consumed.
