The inauguration speech of Jean-Paul Casaubon, the president of the Community of Municipalities of the Vallée d’Ossau (CCVO), evoked “the same direction: that of social cohesion, attractiveness and interest in general”.

Connection to the municipal network
This construction project took into account the goals of sustainable development: a location in the heart of Laruns, labeled “Little City of Tomorrow”, no land impact since the building was uninhabited, and anchored in the energy transition with its connection to the network. tree that supplies the nearby media library. The work carried out has included a strong “energy performance” component, also supported by the state.
4 July 2022 marked the end of the works and the move into Larun’s new premises, which local architect Jacques Vignes has completely renovated. This building offers 300 m2 for reception, offices and common areas, and 55 m2 not renovated, whose destination is yet to be defined.
In order to meet the criteria of the France Services label, especially in terms of premises and staff, the administration of the service is carried out by the CCVO. The premises in Arudy, which are too cramped, will be extended to accommodate the “Espace France Services multisites” branch.
Target of 1,000 processed requests
The France Services brand has made it possible to strengthen the level of service from the former public service center located next to the town hall in Laruns. This organization is already producing effects: 791 requests were processed in 2021 and already 714 per 31 August 2022, with a target of 1,000 requests processed this year.
98% of requests are resolved (6% have required multiple visits), with an average duration of 23 minutes per visit. person per appointment.
The Espace France Services brand also enables the integration of new partner organizations, the strengthening of the current offer, the extension of opening hours and the number and training of advisors.
All the mayors of the valley were present at the inauguration, but also Sandra Nicoli (CARSAT), Clément Servat and Laure Laborde, department advisors and the advisors of Maison France Services, who will quickly communicate the details of the services, their timetables for duration and agreements possible.
Strong support from the state and the ministry
The cost of the total project (Laruns + Arudy) is €615,000 and was supported with more than 65%. The State, represented by Anna Nguyen, sub-prefect of the district of Oloron, was a major supporter of the investment component with 50% of the total amount (€307,000), and also mobilized an operating grant to run the services inside the building. The state also supports the digital inclusion process with its digital advisor, shared with the Haut-Béarn intercommunal authority represented by Bernard Uthurry.
The department contributed €100,000 as part of its regional support projects. The president of the county council, Jean-Jacques Lasserre, clarified the importance of his commitment and emphasized his approach: “Try to see, with as few mistakes as possible, what will happen tomorrow”.
