I believe that your constituents would no doubt have preferred that the Assembly could instead entrust you with the responsibility of rapporteur for the naval budget. Our department is the most militarized in the country after the Ile de France region. Between Cuers and Six-Fours-les-Plages we find almost 190 army formations as well as all the Ministry’s departments and decentralized services. The Navy and Army occupy a dominant position in our department of Var compared to Air Force and Aerospace, almost non-existent in the Southeast. The military port of Toulon is the nerve center of the largest defense base in France and in Europe, on the entire Mediterranean coast. It is “a city within a city”, which spans several municipalities. It is the largest industrial area in Var with 12 basins, 12 km of quay line. It is the operation and maintenance of nuclear boiler rooms with strict safety requirements and no impact on public health and the environment. It is a requirement for transparency with every year 1700 maritime, atmospheric and land samples and 6000 analyzes carried out every year by LASEM, an approved laboratory, with permanent publication of all its results on the Internet. These are port infrastructure, training schools, sports facilities, medical centers, headquarters, barracks for firefighters, marines, marine police, logistics units, support workshops, maintenance, maintenance and repair, ammunition and fuel storage and delivery points, catering and administration centers, clothing supply workshops, means of transport, thousands of telephones and computers, social intervention centers, nurseries, green spaces, continuous global monitoring. It is the largest social and economic integrator in Varen and the department’s leading employer. It is also the largest number of suppliers with a large economic and financial impact on the specialized regional industrial structure. It is all an activity focused on a single goal: to ensure that the fleet is trained, qualified, operational, ready to undertake all its missions. In 2015, the navy was the largest landowner in the city of Toulon, with more than 7% of its area. The large military port of Toulon is controlled, administered and managed from all levels of management. All of its activities are coordinated to converge primarily toward the organic and operational needs of all Navy buildings. It is finally an old marriage with the city of Toulon, a historical marriage, a present marriage and a future marriage. It has certainly been modernized to accommodate new and future naval buildings.
I know that the idea of ​​supplying the fleet with another aircraft carrier did not appear in Marine le Pen’s presidential project. But it is worth asking the question of the relevance of this need, since the need for security and defense is increasing everywhere, and the war is back on our continent. When Charles de Gaulle is unavailable for obvious maintenance and industrial maintenance reasons, France becomes very vulnerable again. Our country is one of the few countries in the world that fully masters the projection and deployment of military and air power over the sea and against land. An aircraft carrier is a political, diplomatic and military power projection tool. It remains a crucial ship in conducting operations and achieving the desired political-military effects. He is able to defend an area, to exercise a feared and dreaded threat and to strike in the depths of the theaters of operations. It can play a major role in all strategic functions. It is the tool par excellence for maritime supremacy and air superiority. It can perform crisis prevention and management missions. It is a privileged instrument for the “political” use of maritime power. It can attack land targets or a naval force at sea with the Rafale Marine, considered one of the best fighter jets in the world. It has capabilities that make it possible to guarantee total air control of an operational area, to support land operations and to carry out nuclear deterrence missions if necessary. Its implementation mobilizes many skills. We find on board this mobile air base a concentrate of very high technologies and almost every profession of the Navy, including those of the “sailors of the sky” for the operational use of our aircraft. It has capabilities that make it possible to guarantee total air control of an operational area, to support land operations and to carry out nuclear deterrence missions if necessary. It is mobile and can cover distances of more than 1000 km in intervals of 24 hours. It is particularly effective militarily. It has a very large autonomy thanks to its nuclear propulsion. It has large storage capacity, aeronautical maintenance workshops and a field hospital.
From Toulon, the navy can establish a continuous knowledge of military activities over large maritime areas, from the Strait of Gibraltar to the borders of Ukraine and Russia, via Suez, to know, monitor, anticipate, enforce the law international shipping, to facilitate decision-making and then intervention , but also to prevent, reduce and deal with threats and illegal activities or offenses that may affect or effectively affect human life, our strategic maritime resources, our interests, our supplies, the environment … and our security. Indeed, it is in Toulon that the military and operational expertise of this vast maritime zone is located. And it is also from Toulon that a daily synthesis takes place and the general photograph of this situation is delivered every day in Paris. It is also thanks to this autonomous military system that the Chief of Defense Staff and the Head of State have completely independent sources of information.
Therefore, it would have been much more interesting to have a deputy like you as rapporteur for the Navy’s budget. To have a complete, efficient, accessible, responsive, offshore, robust, versatile, respected, feared and dreaded Navy, one must be able to defend one’s interests in the National Assembly.
