Wednesday, May 18, 2022 atFrance Services area of Moulins-la-Marche (Orne) was official consecrated, in the presence of Fabrice Gloria, Mayor of Moulins-la-Marche, Paule Klymko, Ministerial Adviser, Véronique Louwagie, Deputy, Sébastien Jallet, Prefect of Orne and Julien Miniconi, Deputy Prefect of Mortagne-au-Perche.
This Espace France Services is installed in Crédit Mutuel’s former premises of Moulins-la-Marche.
The building, which belonged to the Community (Cdc) of the Pays de L’Aigle, was sold to the municipality for a symbolic euro. Eleven municipalities (Moulins-la-Marche, Bonsmoulins, Fay, La Ferrière-au-Doyen, Le Ménil-Bérard, Les Genettes, Mahéru, Saint-Agnan-sur-Sarthe, Saint-Aquilin-de-Corbion, Saint-Aubin-de- Courteraie and Saint-Martin-des-Pézerits) contributed financially to this project as well as to the operating budget.
This France Services site has been open for almost a month and is managed by two officers: Nathalie Gibelin and Laure Buisson.
It is a great achievement and we are very proud to have been able to develop this project in collaboration with eleven municipalities from three local communities in neighboring municipalities. Moulin’s living space has been in demand and represents almost 2,200 inhabitants. The municipality, which was unable to support this project alone, appealed to ten neighboring municipalities about their financial participation in the project. Two agents were recruited by the mayors, a collective mission.
Make rural areas attractive
The investment amounts to 7,300 euros and mainly relates to furniture and cleaning of the premises, as the building was in excellent condition. The rural equipment subsidy (DETR) amounts to 2,591 euros. The rest is self-financed by the eleven municipalities, which is equivalent to 1.58 euros per inhabitant.
In terms of the operating budget, it amounts to 41,556 euros, with 5,300 euros in fixed fees, with support from the National Fund for Regional Planning and Development (FNADT) up to 30,000 euros a year and a balance to be paid of 5,856 euros, ie. 2.66 euros per inhabitant.
“We thank the state, the Cdc, the municipalities and the various partners for their support, because this Espace France Services is a real plus for the administrative procedures,” adds Fabrice Gloria.
It is a very good example of what rural areas need to make it attractive. There are many emergencies in the city centers because the municipalities need very strong city centers, which contribute to the attractiveness of the whole area. The municipalities need shops, public services, cultural and sports venues and schools. Congratulations for being able to merge this project with the eleven municipalities.
Return of public services
This creation brings a plus for the territory with services close to home and avoids travel to neighboring towns.
This approach shows the return of public services to the heart of the territory with a real benefit for the population. It is essential that we bring public services closer to users. There are almost 2,500 seats of this type in France, including 19 with Moulins in Orne, and there are still two open. 100% of Ornais is less than 30 minutes from a France Services site, the essential element of rural areas. I am very grateful for the struggle that the elected officials in the department have waged. Thanks to Moulins-la-Marche and the ten other municipalities for their commitment, a fantastic territorial approach and thanks to the various partners (CAF, DGFIP, Post, MSA, Ministry of the Interior). Thanks to the sub-prefect Julien Miniconi, who had this mission to develop these spaces in Orne, which must meet the greatest possible success and provide answers to the users.
